I have the honour to forward a Memorial addresa-
-ed to you by Messrs. Denison, Ram and Gibbs, a local firm of
Architects, regarding an alleged grievance in the matter of the interpretation placed by the Director of Public Works upon a special
condition attaching to the lease of certain land, in which they are
interested. I attach also a copy of a minute by Mr. Chatham, reply-
-ing to the letter addressed by the Memorialists to the Colonial
Secretary on the 12th. April.

The matter in dispute is so fully discussed, and
the attitude of this Government is so clearly defined, in the
correspondence attached to the Memorial, that I find it unnecessary
to comment at any length upon it.

I may however emphasize the point made in the fifth paragraph of the Colonial Secretary's letter of the 5th. April. Both Messrs. Denison, Ram and Gibbs and their client were
aware of the special condition as to design and disposition of
buildings, and they have only themselves to blame for any expense
and inconvenience to which they may have been put through their neglect to make enquiry of the Director of Public Works in the first instance as to the manner in which he proposed to exercise the discretion so specially reserved to him.
